You need to take the Saphire Sardine to Cook Helena to turn it into Grilled Sapphire Sardine. You can find Cook Helena in the northern part of Frozen Sea next to the Ship Graveyard, and there is a waypoint nearby that can save you time.
In total, it will cost 1,400 Silver, but it is definitely one of the cheaper cooking collectibles in the game.
