Get Contacted by the Mayor
You cannot upgrade your home until the game allows you to. This happens sometime after you achieve Bronze League, for most players. It is based on your home value rather than your subscriber count. Make sure you are adding new furniture and decor to your game to upgrade it. You can watch your home value increase each night at the summary screen after you go to sleep. If you want to check your home value during the day, use your profile app on your phone.

City Hall and Cash
Once you are told to go to the Mayor to discuss expanding your home, you can now head to City Hall. The Mayor will tell you to speak to the front desk. From there, you will be asked to pay $10,000 for a permit to expand your home. If you have the money to pay, you are good to go! Simple as that.
